NRCS Disability Emphasis Program (DEPM)

The objective of the Disability Emphasis Program is to insure
that qualified persons with disabilities receive equal treatment in all aspects
of employment, promotion, training and career enhancement. The Indiana NRCS will
establish a Disability Special Emphasis Program Manager (DEPM). The DEPM reports
directly to the Deputy Equal Opportunity Officer, and the Indiana Civil Rights
Committee. The functions of the DEPM include: provides assistance and guidance
to managers and supervisors on their responsibility in employment of persons
with disabilities; serves as principal resource person and staff adviser on
legislation, affirmative action programs, and unique concerns/problems related
to equal employment opportunities for persons with disabilities; provides
training, assistance, and guidance to all employees on disability issues. The DEPM will ensure that all NRCS policy and procedures to implement Reasonable
Accommodations for employees and applicants with disabilities are followed, and
that all reasonable accommodation requests are handled promptly, fairly and
efficiently. The DEPM is responsible for insuring that all facilities leased by
the federal government for NRCS program delivery will meet the Uniform Federal
Accessibility Standards (UFAS) and that building and site accessibility
evaluations are completed on a regular basis. Legal authorities for the

amendments (PL 93-112, PL 93-516, PL 94-230); Title VII of the Civil Rights Act
of 1964 as amended (PL 88-352); Civil Service Reform Act of 1978 (PL 95-454);
Executive Order 13164.
