Purpose: To provide the field offices instructions for
completing 2008 status reviews.

The
FSA 2008 Compliance Review Tracts are now available on Web-based application at
my.NRCS/Field Tools/FSA Compliance Reviews.
The user documentation is also at this website under the Help topic. Tracts granted variances in 2007 are included
in the web-based application. You can
begin using the web-based application to start planning status reviews to be
conducted by your field office. Please
review Part 518, Subpart B, 180-V-NFSAM, Fourth Ed., Amendment 1, April 2004 for
guidance on conducting status reviews.
For making adjustments to the status review tracts, please refer to Part
518, Subpart A. Adjustments to the list are
needed for FSA-Farm Credit Borrowers, tracts owned by government employees,
reinstatements, etc.
Even
though the “Action Required” date is November 1, 2008, all field work should be
scheduled and completed as soon as possible after planting. This will ensure that residue measurements
are taken at the appropriate time per the National Agronomy Manual.
Special
attention should be paid to Part 518, Subpart A, Section 518.03 (c). This section addresses the replacement of
selected tracts. If you are looking at replacements, use any means
available to you to select an HEL or wetlands tract in the area. If none exist, then note that in the comments
section. You are not expected to examine
all the tracts in the county to find a replacement. You should try to find a
replacement but do not go down the list of tract numbers until you find one. Look at a couple and if they do not meet the
criteria, then you stop looking for a replacement and note this in the
comments. If you are replacing a tract, please note this
in the comment section of the tract you are replacing. In the comment section of the replacement
tract, please indicate that this is a replacement for tract number xxx.
Also,
as a reminder, last year some tracts were overlooked because the list is by
administrative county and not by where the tract is located. I would suggest that you do the following to
ensure that you have a complete list of all the tracts you need to review. After clicking on the Data Entry tab, select

Click
on the Search button. This should give
you a list of all the tracts selected for
There
will be two determinations recorded for each tract, one for highly erodible
land (HEL) conditions and one for wetlands (WET) presence or status. All tracts must have a determination entered
for both HEL and WET.
New
this year is the ability to print out a report that you can insert in your
files to show the determination. This is
found under the Reports tab. You can
click on the Compliance Record Report, select the state and county, and click
on Search. This should give you a list
of the tracts in your county. In the
Generate column, there is a Report button for each tract. Clicking on the Report button should give you
a record of the determination you can print out and place in the producer’s
file.
As
stated earlier, the 2008 Compliance Review Tracts are available through a
web-based application. This application
can be accessed through your my.NRCS website.
Once you have logged into the system, you need to go to the Field Tools
tab. Once there, look in the far right
column. Click on the FSA Compliance
Reviews. This will take you to the
Welcome screen. Click on the Data Entry
button located in the bar at the top of the screen. This will take you to the Tract Worklist
screen. From here, you can locate the
compliance review tracts for your county.
In the State box, click the down arrow and select
The
customer name is provided for most tracts.
Please verify that this information is correct. If it is not, please clear the customer and
add the correct one if possible.
