SUBJECT: LTP – Potential Duplicative Payments among USDA Program Payments

Purpose: To identify where duplicative payments may occur in 2008 and take action to prevent duplicate payments.

Expiration Date: September 30, 2008

Background: Problems with duplicative payments in CSP and other USDA conservation programs were identified last year and action was taken per National Bulletin 300-7-1 to correct all past contracts to eliminate duplicate payments.

In order to remain in compliance with Conservation Programs Manual section 518.8b it will be necessary to compare prior year CSP contracts to any new 2008 EQIP contracts with the CSP participant and eliminate from the EQIP contract any practice(s) that would result in duplicate payments.

If there is a new 2008 CSP sign up it will be necessary to review existing EQIP, WHIP and CRP contracts with the CSP participant and eliminate from the CSP contract any practice(s) or enhancement(s) that would result in duplicate payments.

Use the attached list of conservation practices to determine which practices would be duplicative and would need to be removed from an application or contract. Practices will be removed only from the most recently developed contract or application.
