Attachment B In. Bulletin 300-8-1 Guidelines for Additional EQIP Funds (Cover Crops on Crop Residue /Damaged Pasture/

Hayland)

1. Cover Crop (340) is required at the payment rates and limitations ($22.50/ac). This is to meet the following purposes of the 340 Standard:

• Minimize and reduce soil compaction. Additional Guidelines:

a.
Cover Crops must be seeded within the seeding dates in the 340 standard in the eFOTG.

b.
Cover Crop may be seeded into cropland or pasture/hayland that has had severe stand loss due to the drought. (512- Pasture and Hay Planting not authorized for this special funding)

c.
The cover crop may not be harvested as grain, but may be harvested as supplemental forage for livestock in the spring.

2. Fence (382) is eligible at the payment for “Temporary Fence” ($0.13/ft).

1. Watering Facility (614) is eligible at the FY07 payment rates and limitations for “Portable Tank at ($116/each).

a.
Temporary Pipeline and other supporting practices are not eligible. (Permanent pipeline that falls under our current EQIP cost list might fit in some pasture/hayland fields instances- i.e.; rotational field)

b.
Livestock must be excluded from all water bodies unless the “Additional Criteria to maintain or improve water quality and quantity” in the Prescribed Grazing (528) standard are met.

2. The following process must be completed

a.
Producer:

i. Producer applies for EQIP. Producer is provided a copy of the state wide waiver

b.
NRCS DC or SC:

i. Enters customer information and verifies eligibility in ProTracts

ii. Schedules Cover Crop (340) - and Fence (382) and Watering Facility (614) if needed - in the Conservation Plan in Toolkit…runs the contract wizard using 340 – Cover Crop, and/or 382 -Temporary Fence and 614 -Portable Tank) if needed.

iii. Uploads the Conservation Plan into ProTracts.

  1. Choose Fund Code EQIP general in ProTracts.

  2. Mark the application as Eligible in ProTracts.

c.
APS:

i. Performs Quality Assurance.

1. Marks the application as Pre-Approved in ProTracts when Quality Assurance is verified.

d.
State Office:

i. Performs Quality Assurance.

  1. Marks the application as Approved in ProTracts when Quality Assurance is verified.

  2. Obligates Funds.

e.
NRCS DC:

i. Notifies Producer that the contract was funded.

  1. Marks the application as Approved in ProTracts when Quality Assurance is verified.

  2. Provides producer the technical specifications to meet NRCS standards and specifications for 340, and 382 and 614 if needed.
