Categorical Exclusions:    There are NRCS programs, or parts of programs, which do not normally create significant individual or cumulative impacts on the human environment.  Therefore, an Environmental Assessment (EA) or Environmental Impact Statement (EIS) is not needed.   These programs are data gathering and interpretation programs.  These are the Soil Survey, Snow Survey and Water Forecasts, Plant Materials for Conservation, Inventory and Monitoring, and River Basin Studies.
